(September 20, 2019)

PENG Taihua: Good morning, friends of the media! Now let's have today's second press conference, in which we invited Chen Xiaojing, deputy director of the Provincial Department of housing and urban rural development, Lin yamang, director of the Urban Construction Department of the Provincial Department of housing and urban rural development, Wang Zhi, director of the real estate market supervision department of the provincial Department of housing and urban rural development, Chen Zhijun, director of the technical department of the fire supervision department of the provincial fire rescue corps, and Wu Xiangwen, deputy director of the provincial standard quota station, Please explain the background and highlights of the "technical standard for the construction of electric vehicle charging facilities in Hainan Province", interpret the specific contents of the "technical standard for the construction of electric vehicle charging facilities in Hainan Province", and answer questions

first of all, let's welcome Chen Xiaojing, deputy director of the Provincial Department of housing and urban rural development, to explain the background highlights of the introduction of the technical standard for the construction of electric vehicle charging facilities in Hainan Province

Chen Xiaojing: Hello, everyone! Welcome to today's press conference. Recently, the Provincial Department of housing and urban rural development and the provincial fire rescue Corps jointly issued the technical standard for the construction of electric vehicle charging facilities in Hainan Province, which has been officially implemented since October 1. This is an important measure for our province to promote clean energy vehicles, build new energy vehicle pilot areas, and speed up the construction of national ecological civilization pilot areas. It is an important guarantee to promote the development of electric vehicles

as early as 2016, our department organized relevant units to formulate the construction standard of charging facilities for parking spaces in buildings (Trial) (DBJ 46-41-2016), which was issued and implemented on January 1, 2017. On April 29 this year, the general office of the provincial government issued the "Hainan electric vehicle charging infrastructure plan" (2019-2030), which requires that by 2030, the total number of charging piles should reach 940000, including 166000 public charging piles. In order to adapt to the new situation and development, our department and the Provincial Fire Rescue corps, on the basis of 2017 standards, adopt new technologies and new achievements of industry development according to new development ideas and goals, The revision of the original standard was initiated

since the revision work was carried out, our department, together with the provincial fire rescue corps, has repeatedly communicated with the provincial development and Reform Commission, the Provincial Department of industry and information technology, Hainan power company and other departments, listened to the opinions and suggestions of the major electric vehicle enterprises and charging pile enterprises in the province for many times, held more than ten working meetings, formed a draft for comments on this basis, and solicited opinions from the public. The exposure draft collected 127 feedback opinions from all aspects. After repeated discussion, modification and enrichment, it was reviewed and approved by experts. It was issued on August 27, 2019 and implemented from October 1

the introduction of the standard is an important measure to further implement the decision of the CPC Central Committee and the national strategic deployment. It will promote the construction of electric vehicle charging infrastructure in our province, improve the quality and safety of electric vehicle charging infrastructure construction projects in our province, and provide a strong guarantee for the development of clean energy vehicles in our province

compared with the original standard for the construction of charging facilities for parking spaces in buildings (Trial), the revised new standard has three highlights:

first, in terms of ensuring the quality of charging facilities construction projects. The new standard adds a chapter of "basic provisions" to clarify the general working principles and form an overall coordination in planning and site selection, engineering design, construction, equipment requirements and use management. The Ministry of public security also formulated and promulgated GB8624 (2) 012 "classification of combustion performance of building materials and products" which was officially implemented on October 1, 2013. On the one hand, according to the climatic characteristics of high temperature, high humidity, high salt, high radiation, multiple rainstorms and multiple typhoons in Hainan, In the Richard Northcote section of the site selection stage (1 on the right) to avoid the potential safety hazards of charging facilities prone to failure and accidents, put forward the requirements for the protection grade and corrosion resistance of the equipment shell; On the other hand, the requirements of power supply and distribution system are refined and expanded; The value of power load calculation coefficient is adjusted and optimized to ensure the reliability of power load of charging facilities from the design source; Moreover, the original completion acceptance chapter is adjusted to "construction and commissioning" and "completion acceptance", and the content of "commissioning" is added to ensure the quality and reliability of the charging facilities put into use

second, in terms of ensuring fire safety, the provincial fire brigade has added new fire protection requirements in this revision according to the industry development and fire prevention safety requirements in recent years. The new standard expands the fire protection chapter of the original standard, clarifies the division mode of fire prevention units and parking units and the requirements of corresponding evacuation exits, puts forward the amplification factor of smoke exhaust volume of smoke exhaust fans of fire prevention units, and puts forward the corresponding setting requirements for existing buildings and charging equipment with power greater than 7KW, which are difficult to implement. It not only coordinates with the national standard, but also takes into account the local use characteristics and design habits in Hainan, making it more operable. At the same time, the new standard defines the bottom line requirements for the construction of charging facilities, such as "when charging facilities are built in underground, semi underground and high-rise garages, automatic fire alarm system, electrical fire monitoring system, smoke control and smoke exhaust system, fire water supply system, automatic sprinkler system, fire emergency lighting and evacuation indication system should be set up". If these fire prevention measures and management measures are not achieved, It is not recommended to build charging facilities to minimize the hidden dangers of power accidents and fires

third, in terms of standardized operation, considering the needs of safety and maintenance management, the new standard adds a "monitoring management" chapter, requiring the charging monitoring system to have the ability to control and adjust parameters of charging equipment. The specific requirements of data acquisition, monitoring, data processing and storage, event recording, alarm processing, equipment operation management and other functions of the charging monitoring system are detailed one by one

the revised new standard connects with the national standard, and combines the economic development level and regional characteristics of Hainan. It is more suitable for Hainan, and can basically meet the needs of technically guiding the construction of charging facilities at this stage. Compared with other provinces and cities in China, the revised standard of our province takes more comprehensive consideration in the value of power load calculation coefficient, fire protection, operation and maintenance, comprehensively considers the fire risk, and takes the maximum preventive measures to ensure the safety of electric vehicle charging

that's all for my introduction. Thank you

PENG Taihua: next, let's welcome Deputy webmaster Wu Xiangwen to interpret the specific contents of the technical standard for the construction of electric vehicle charging facilities in Hainan Province

wuxiangwen: the standard is divided into ten chapters, including general principles, terminology, basic provisions, planning and site selection, layout and identification of charging equipment, power supply and distribution system, fire protection, ventilation and smoke exhaust, construction and commissioning, and special completion acceptance, with Article descriptions attached

the first chapter, general principles, mainly includes two aspects: first, the purpose of formulating this standard, that is, to standardize the planning, design, construction and acceptance of electric vehicle charging facilities to meet the requirements of safety, reliability, advanced technology, economy and rationality; The second is to clarify the scope of application of the standard, which is applicable to the planning, design, construction and acceptance of electric vehicle self use charging facilities, special charging facilities and public charging facilities newly built, reconstructed, expanded and equipped with existing buildings in Hainan Province

the terms in Chapter 2 are basically consistent with the national standard, so as to better connect with the national standard

Chapter III basic provisions. As the "conceptual framework" of the full text of the standard, this chapter reflects the general working principles of the standard, governs the formulation of specific guidelines and relevant technical contents for the preparation of subsequent chapters, provides treatment principles for how to solve practical problems, and provides basic standards for the preparation of design schemes, equipment requirements, construction and management schemes

Chapter IV planning and site selection makes it clear that the proportion of electric vehicle charging facilities must meet the requirements of the relevant planning and construction documents of the state and Hainan provincial government departments at all levels, and the installation conditions must be reserved according to the corresponding requirements. It also defines the places that should be avoided in site selection that are prone to power accidents, fires and other potential safety hazards

Chapter V layout and identification of charging equipment requires the principle of charging equipment layout. The equipment layout should not hinder the passage of vehicles and pedestrians, do not affect personnel evacuation, and should not hinder the driving line of sight. Make specific requirements for the size and clear distance of floor mounted, wall mounted and suspended installations. It puts forward requirements for the protection grade and corrosion resistance of the shell of outdoor charging equipment. The location of the sign layout and the standards that should be met are specified

Chapter VI power supply and distribution system, the power supply system mainly defines the load level requirements of charging facilities, low-voltage power supply radius, and the system power supply access voltage level. The allowable value of voltage deviation, voltage fluctuation and flicker limit, and the allowable limit of three-phase voltage imbalance at the incoming end of power supply and equipment are put forward. The distribution system mainly defines the configuration requirements of transformers, cable laying methods and selection requirements. The load calculation coefficient is optimized and adjusted, and a relatively sufficient margin is left as the recommended value for designers' reference in combination with the requirements of the high proportion promotion of new energy vehicles in Hainan. Lightning protection and electric energy measurement have also made more detailed requirements. A new section of "monitoring and management" is added in this standard, which requires that the charging monitoring and management system has the ability to control and adjust parameters of charging equipment. The specific requirements of data collection, monitoring, data processing and storage, event recording, alarm processing, equipment operation management and other functions of the charging monitoring and management system are detailed one by one

Chapter VII fire protection is a very important chapter in this revision. The provincial fire brigade has spent a lot of energy in the revision of this chapter. For the fire protection requirements of the new building equipped with charging facilities, it has coordinated with the corresponding national standards, and added the requirements of setting two evacuation exits for the fire protection unit, which is conducive to the evacuation of personnel. It is clear that when charging facilities are built in underground, semi underground and high-rise garages, automatic fire alarm system, electrical fire monitoring system, smoke control and smoke exhaust system, fire water supply system, automatic sprinkler system, fire emergency lighting and evacuation indication system should be set. Considering the characteristics of the existing underground parking garage in Hainan, it is proposed to add parking units in the fire prevention unit. When the parking spaces in the parking units are arranged in a single row, the number of parking in each parking unit should not exceed 12; When the parking spaces in the parking unit are arranged in double rows or above, the number of parking spaces in each parking unit should not exceed 24, further reducing the scope of fire impact. Existing buildings should also be set according to the corresponding fire protection requirements
